Robert Owens began his journey with the city in 1983 as a patrol officer with the Angleton Police Department. Two years later Robert was promoted to Seargent  where he stayed until 1993 at which time he was promoted to Lieutenant. At the end of 1993 Robert was transfered to City Hall to take the position of Fire Marshal and in 2002 also took on the Building and Code Enforcement Departments.

Robert attended Brazosport Junior College, Texas A & M and College of the Mainland to attain the many licenses that he now holds.

Robert is a licensed master peace officer, licensed fire inspector, licensed arson investigator, licensed to teach both fire and police training courses, a licensed plumbing inspector and holds a plumbing inspector certification with the International Code Council.

Robert is a member of the Texas Fire Marshal's Association, Texas State Association of Plumbing Inspectors, Building Official's Association of Texas, Texas Flood Plain Manager's Association and the National Fire Protection Association. Robert served with the Angleton Volunteer Fire Department for fourteen and a half years until 1990. Robert left the fire department as an assistant chief.

Robert has lived in Angleton for fifty two years and is married with three paternal children, three step children and six grandchildren along with four grandchildren from one of his step daughters.
