
Utility Rate Study & Wastewater Treatment Plant Upgrades

At
the February 26, 2025, City Council Meeting, an important discussion took place regarding Angleton’s water and wastewater utility rates. This follows a comprehensive study by New Gen Strategies & Solutions, which analyzed the financial needs for critical infrastructure projects.
Key Issues Identified

Regulatory Compliance – The City received an EPA order (May 16, 2024) and a TCEQ violation (October 16, 2024), requiring urgent improvements to the wastewater treatment plant (WWTP).

Aging Infrastructure – Major upgrades are needed to ensure the system can handle current and future growth while maintaining compliance with state and federal regulations.

Financial Sustainability – Without rate adjustments, revenue will be insufficient to cover operating costs, debt service, and necessary improvements by FY 2026.
Path Forward

Rate Adjustments – Council approved a 25% increase in the wastewater minimum rate (March 2025) and an additional 10% water / 25% wastewater increase (October 2025) to keep up with financial requirements.

$8 Million WWTP Project – The upgrades, in partnership with Schneider Electric, will modernize the system and address compliance issues.

Water Reuse & Conservation – A new system will be installed to reuse treated effluent for plant operations rather than potable water. This includes washing basins, clarifiers, and processing system solids, significantly reducing potable water consumption.

Future Planning – Staff and consultants will continue monitoring costs and adjusting rate structures to ensure long-term financial stability.

Water Conservation & Revenue Generation – The WWTP currently uses 25 million gallons of potable water annually, equivalent to the annual use of 285 single-family homes. Switching to reclaimed water will free up potable supply for residents and could generate up to $350,000 annually if sold.
